The CPU isn't that much of an improvement, maybe 20% faster. However, the GPU is a lot better than the integrated Intel you had, so it should be an advantage in anything that cares. Whether the latter affects EU4 I cannot say. If it used to be GPU limited you could see a marked improvement, but more likely it's just the CPU that will help.
Wait, but the Acer only has a 2.0 GHz CPU, while the Lenovo has 2.3 GHz? Or is that the direction you meant?
No, I meant the way I wrote. That's "base frequency". They both "turbo" higher, 2.0->3.1 GHz and 2.3->2.9 GHz. And the former is a two generations newer, slightly faster architecture.
CPU marketing sucks.
