- Leader of trade league should be able to improve relations with league members
- HRE emperor should be able to improve relations with electors, or with all HRE members (except rivals)
- It should be possible to set opinion goal for improving relations instead of hardcoded presets. In particular, that would allow to make relation improvement more uniform across large group of countries, e.g. HRE emperor could first make sure that all non-rival members have at least 20 opinion of them, then change goal to 40, etc.
- Improve relations with manually set list of countries using manually set opinion goal
- Build spy networks and fabricate claims on selected provinces (it should NOT use "vital interest" provinces as those set goals for subjects)
- Generic "Covert actions" tab: see if existing spy networks allow to perform any covert actions in any countries, just like with other groups of diplomatic actions
- Make more use of "mark as a country of special interest" action, e.g. show those countries on top of any country list inside this macrobuilder and mark them visually, allow improving relations with this group of countries, etc.
- Improve relation with selected country until selected diplomatic action becomes possible (alliance, RM, invite to trade league, etc
