With 1.5, what are current suggestions for a balanced 1 v 1 MP game? Does France versus Germany work anymore or does German buffs (MEFO, etc.) make it impossible? How about Germany versus Soviets?

Germany vs Soviets needs specific rules if you want a historical balanced war. Otherwise the soviets should rush the germans immediately after poland if possible. Otherwise a germany player will always easily land in the UK and become basically unstoppable.

I think either Germany vs. Soviets or Germany vs. UK would work best.

If Germany capitulates they can switch to Soviets and then you play Axis vs. Comintern or switch to Japan. If player UK capitulates they can switch to Soviets or USA. If player Soviets capitulate they can switch to UK or USA.

Either way, it will be fun because Germany can try to Sealion and then focus on the Soviets.

I'd recommend playing with Expert AI and buffing the Soviets if the other player is UK (and vice versa). I would also buff USA and Japan, but not the Low Countries. I'd follow a semi-historical game, with historical focuses until Danzig + Germany must do the Molotov-Ribbentrop Pact and Soviets must accept the armour treaty.

I would also recommend a rule on ahead of time research. I'm thinking one year ahead of time would be okay e.g. If you want to research 1940 tanks you are allowed to start the research on 1 January 1939.

France would get slaughtered by a competent Germany, but for a mentor training his mentee, France v Germany would be a good fair fight

OP, what's the skill difference between the players?

Yeah I don't get why they added these MEFO bills. Germany was already strong enough in 1.4.2.
Soviets can get war economy right away and 100% stability pretty quickly: -5% CG. German starting mils are nerfed. I agree it's axis bias but not as hopeless as may appear. Remember defending infantry got a good buff too

I don't get this whole rules things for MP. Are these just informal types of rules or are they set/enforced in-game somehow? What happens if someone breaks a rule either inadvertently or intentionally?

Because the game is very unbalanced if you play with no rules. Germany could just go crazy and kill France and Britain in 1936 if he wanted to (well, maybe not possible to kill Britain so early anymore without Paratrooper spam? not sure), or Soviets could just attack Poland right away. There's a million things you can do to cheese the game.

UK vs Germany is always good because when the war starts, both players will be involved. It's reasonable as long as you stick to some certain rules, like no level 10 Atlantikwall, and make sure the slightly more skilled player is being the UK.

So there's no way to lock this down in the game with settings or such?

Having a gamemaster's feature selection panel before launching a game would be useful.

There are other games that have such a lobby feature.
