Suggestion: Western Focus Update

Currently, I would argue there are several flaws with Western Focus as implemented, though I really love the idea of it:

1. Andalusia can't use it, despite being a European nation. (barring the possibility of culture shifting Anatolians)

2. It is way too easy for Poland/the PLC to westernize based off of Danzig.

3. All the Western Focus provinces are in central Europe, with none in western Europe.

Thus, here is what I propose as an alternate version of the idea's requirements:

Owns one of the following provinces without nationalism: Madrid, Vienna, Berlin, Prague, Paris, London, Milan (or another major non-coastal North Italian city, if there's a better option).
Nations of any tech group can use it, so long as they are non-tribal.

I feel this would resolve all of the above issues.

I think that Stockholm and Riga should be added to the list of provinces for Western Focus, justified given that they were both large cosmopolitan and culturally 'western' cities during the period.

Maybe put the focus province on Madrid,Lisbon,Paris,London,Wiena,Berlin,Copenhagen and Stockhom to better simbolise the conqueror taking the place of the previous owner in history.

That way if Andalus conqueres Iberia it would be firmly european taking the place of Spain or Portugale in history.

Similair thing with Poland taking Berlin or Hungary taking Wiena.

Basically displace a mayor european power to take its place.
