New flags exist in HoI3 for Nationalist Spain and the Italian Social Republic. How much Paradox needs to go into creating new flags depends on how far they are going to go in creating tags for new governments after any faction falls. Even at this early date, a dynamic postwar political world order seems like a post-release DLC.
The evolution of flags does very often follow the forceful overthrow of government. The flags of the DDR (E. Germany) and FDR (W. Germany) are the clearest example of how flags change in this way.

USSR would have a whole other tag. I agree on Germany though.What about Germany or the USSR? if the political game is more advanced then if it is possible to change the regimes of these countries a new flag is pretty much necessary. Cant really see a communist or democratic Germany using a swastika (or the flag that will be used for Germany), same for the USSR and a few other states.
Its cool, but afaik nobody really changed their flags significantly in the time period of the game so seems its not the best thing to spend development time on.

I can't resist being pedantic... I don't know that I would define liberalism as the defining characteristic of the allies, since true libralism as an ideology never really got off the ground. Governments like discussing freedom more than they like granting it. The allies (or at least USA, UK and France) were democratic but not really liberal.In a game which is essentially about war between ideologies; liberalism, communism and fascism
