A few thoughts on Theocracies:
- When a theocracy forces another country to release a country in a peace deal, the newly created country should either (a) always have the theocracy's religion even if its capital subscribes to a heretical faith or (b) only be released with Theocratic government if it would have the same religion as the theocracy. There's something silly about a Protestant theocracy restoring a Catholic theocracy.
- Protestant or Reformed Zealots who Enforce Demands on a Catholic Theocracy should have a chance (possibly a 100% chance) of secularizing its government in the process.
