Ok, so what if you add the feature to allow the player to intice rebellions against himself.
So suppose you're planning to go to war with a big power and theres this 80% progress rebellion on the way, how about you tell your spymasters to infiltrate in the seperatists schemes and intice them to rise up. That way you can kill them and be on your way. They'll get the -20 revolt risk modifier for recent rebellion and you can safely fight the war you want to fight without having to deal with pesky rebels.

Also the same could work for disloyal vassals, something like 'expose plot' and then they have to rise up and you can fight and beat them and they'd get -50% LD and be loyal.

Espionage ideas is pretty useless right know but this might be a really cool option

I like the idea. A nice additional details would be:
1. if the rebels were weaker in power - you have infiltrated their organization after all! No leaders, worse leaders, lower morale, lower tactics, lower military level, less rebel stacks, less rebels per stack, etc.
2. the sooner you infiltrate, the weaker rebels become. So for example if normal rebels would be a 10k stack, if infiltrated when the progress was 30%, the stack would be only 2k (the earlier you infiltrate, the bigger the bonus).
