IMHO the tile system from planet surfaces should be adapted to orbits of planets as well, instead of spaceports.
Let me elaborate:
in general:
- every stellar body in stellaris gets an orbit-tab (planets, asteroirds, stars, pulsars, etc.)
-->basically every body which can hold a station of sorts(mining, research, surveillance, spaceport)
-->number of tiles in an orbit should be a percentage of the planet size, minimum number should be 1-3
-->therefor orbital infrastructure can be build on every stellar body in stellaris
(-->contrary to planets, minerals can only be found, when minerals were surveyed)
(-->given the additional costs in energy and possible habitats(see below) food and energy production infrastructure should be buildable in every orbit)
- orbits can be unlocked via construction ships
-->instead of building a single station and forget about the thing for the rest of the game, construction ships are used to access the orbit, build up the first infrastructure(like now) and can, contrary to now, return later to upgrade the orbital infrastructure by unlocking a new tile, followed by the option to build addition infrastructure
- orbits can be unlocked via tech
-->like now, it should be possible to build on every stellar body which creates ressources
-->tech will only be used to unlock more tiles of the orbit
-->tech will be used to allow different kinds of orbital infrastructure around a stellar body, f.e. habilitation modules around a gas giant, or a second mining station instead, or a defense plattform
- orbits and orbital infrastructure can be upgraded
-->like buildings now, construction ship is required
--> mining stations, research stations, defense plattforms etc. become an orbital building, built like planetary buildings
- the existing models of orbital infrastructure could be used to indicate what types of infrastructure are present, if habilitation outside of planets should become a thing, a revamped version of the pre-ftl space station should be sufficient
- maybe allow for orbital infrastructure to be designed via the ship designer (with shields, energy, auxslots, auras and stuff)
- each unlocked tile requires an maintainance cost in order to operate the infrastructure necessary to survey and control the volume of space represented by the tile

on Colonies:
- spaceporttab is replaced by "Orbit" tab
- spaceport lvl is dependant on the number of orbital tiles unlocked and modules created or upgraded, f.e. lvl 2 spaceport would require either two orbital tiles with a spaceport lvl 1 infrastructure, or one tile with a lvl2 spaceport infrastructure
-->additional lvls of spaceport-infrastructure should either boost build speed or allow for parallel construction of ships
- in contrary to other bodies, colonized planets can upgrade orbital infrastructure wihtout a construction ship, although a construction ship could be used to speed up the process
- current spaceport modules would occupy either one orbital tile (or f.e. an aux slot(if modules could be designed via the shipdesigner)

on Stars:
- number of orbital tiles on a star should be dependend on the type of the star
- stars should get a "stellar orbit"-tile blocker which would require much more investment and different tech to unlock compared to regular orbits
- certain stellar orbits could be used, given the tech and the correct star type, to build ring worlds via tiles
--> black holes, pulsars, neutron stars should either not allow for ringworlds to be build or should make them much more expensive to build and maintain

Outposts:
- outposts should be buildable in every type of orbit
- given the tile based design, outposts should loose their ability to mine ressources
- outposts would occupy one(or more) tile(s) on an orbit
--> building an outpost on a +x Asteroid would therefor limit the number of tiles available for mining by the number of tiles occupied by the outpost

Warfare:
- ships/armies should get a button to choose between disabling and destroying orbital infrastructure
(- orbital infrastructure should be conquerable and produce a diminished amount of ressources for the attacker as long as they are occupied
--> this could affect peacetreaties as well, give the victorious side some sort of control over the tiles for the time of the treaty
--> could become a general option in diplomacy to rent orbital infrastructure to other empires)
- planetary bombardment and blockade (as well as certain modifiers) should only be possible (applied) with enough ships to occupy the max number of orbital tiles
- unsufficient number of ships in orbit could allow for some cool special events/projects
- space battles should be the same, the only thing that changes would be that there could be multiple "stations" or different kinds of infrastructure around a planet
- military bases should be buildable either in orbits(as "building" occupying varying amounts of tiles) or in space as of now
