The Protestant Reformation has always felt weird in EU4. Depending on the patch it's either way too strong (leaving only Iberia Catholic), or way too weak (being snuffed out in <100 years). In this upcoming patch, the Hussite religion adds another COR to for the devs to balance, without really solving the issue.
Solution: Tie Centers of Reformation to culture.
+25% conversion speed if the province has the same culture as the COR
+0% conversion speed if the province is in the same culture group as the COR
-25% conversion speed if the province is in a different culture group than COR.
I think this would help improve the historical feel and add to replay-ability.
Tying CORs to culture just makes sense.
(I'm not a programmer so idk how to code it, but if it's possible I think it'd be a great change)

- It would help the Hussite/Anglican faith establish a centrally located stronghold, while making it more difficult for them to dominate Europe.
- It would help Protestantism/Reformed spread faster in the German HRE, while not always taking root in France, Poland, or Italy.
- It would make the COR spawns much more important. Currently it matters very little whether the first COR spawns in Sweden, Swabia, Serbia or Sienna. If CORs were tied to culture, different spawns could result in very different games.
- -25% conversion speed is pretty strong, but it's not enough to prevent the spread of Protestantism or Reformed to new cultures. This would give France/Poland some time to contain Protestantism, while keeping it a major threat.
- It actually gives culture a proper gameplay mechanic. It would make Saxon actually feel different from Rhenish culture (depending on COR spawns), instead of a copy-paste of each other.
Tying CORs to culture just makes sense.
