I'm pretty sure everyone on these forums can agree that the Distant Overseas modifier and many continent-based mechanics are absolutely preposterous. Why can Oman move their capital to Okinawa if they want to but are forbidden from moving it to Zanzibar? Why can Naples administer Moscow with no issues but Tunisia at only 25% efficiency?
Now, I feel the best way to really fix this silliness is to attack the root of the problem, scrap continents, and make things like that be calculated on distance from capital. However, within the existing framework, I think that there are a few simple changes that would vastly improve gameplay.
#1: If you have a Mediterranean port, no Mediterranean port should be distant overseas for you. This would remove huge amounts of silliness (If I am Italy, and the greatest naval power in the Med, why should I have to conquer a land route through the Ottoman Empire to administer Alexandria, even though it takes twice as long to reach it from Rome by foot than by ship?) and allow realistic and plausible things like Italian or Spanish control of North Africa.
#2: If you have a direct land connection to a provinces, you should be able to move your capital to it. (Under the current system where moving your capital is basically meaningless.) This wold fix a lot of silliness for Eurasian hordes.
#3: Do one of the following: make North and South America one continent, or make Ex-colonial nations unable to form CNs. It's absolutely ridiculous that as Brazil or Colombia I get a colonial nation in the Caribbean.
These are my simple suggestions that will fix a lot of problems as an alternative to rehauling Distant Overseas. If you have any improvements or suggestions of your own, post them here too!
