I think it easier to have it the other way around. Have released mods in the current forums and announced or planned mods in a sub forum. Good idea either way.

Current policy is (I believe) that large mods with a continuous and active development/community get subforums. To begin with, larger mods get a stickied thread, from which they can link to other (non-stickied) threads.

But only the forum admins have the last word on this.
