[Suggestion] Service restricted to its own district

Hi,

Firstly I would like to thank you guys for this awesome game.

I think it would be great to have a policy to restrict the usage of a service to the district where it is built.
We would be able to "micro manage" our districts.

I think it would allow a lot of possibilities to customise our cities

 

[Co Starring]

A mod (or even better, an official implementation) which gives more control over your local services.

This is the 3rd time I have seen this suggestion. Hopefully CO will pick up on it.
