Following suggestion: rather than rebels in their current form, rebllion should be something that is either (a) experienced invisibly at the province level OR (b) massive, a real problem that needs taking care of. B invisibly, I mean discontent citizens should deplete a provinces manpower, tax, production, perhaps even disturb coring or destroy buildings. But, when rebels do come into being, they should be a huge headache that often threatens the entire realm and really does take a concerted effort by the army to put down.
This would, I believe, improve gameplay in several aspects: (1) Rebels would feel like a special occurrence rather than usually a constant annoyance; (2) no more whack-a-rebel, which has taken away from gameplay since EU1; (3) no more ridiculous 7 stack spawning in a 1,000 man colony; and (4) it would be more representative of real life.
Rebel discontent, historically, was usually a matter dealt with local - aka a the province level. It wasnt like every month, the King sent the official army to put down rebels. However, rebellions did occur (perhaps every 5 to ten yrs depending on country?) and when they did, they could be massive and country destroying (Netherlands and Spain) or small annoyances (English Stuarts). It would be nice if the game modeled this better.
