First off I'd like to say I love the way governing capacity has been introduced, but in my opinion we need to fix the way you can increase government rank for it to work even better.

My main problem with how government ranks work now is that you need 1000 development to become an empire. While that number itself isn't really a problem, it should take your subjects into account as well so you're better suited to integrate them.

In my opinion, a GB holding the British isles with France under a PU with all of the Americas colonized should be considered an empire, but without massive development at home you won't, even though you and your subjects hold almost half of the world. So my suggestion is simple, instead of you needing to hold 300 dev for kingdom and 1000 for empire yourself, it should use the dev "rank" you get in the great powers list, without institution penalty, to determine if you can call yourself king/emperor.

I can see vassals being taken into account, but until they're integrated, personal unions are quite literally different realms. It doesn't matter if you're King of Great Britain and France for the purposes of Great Britain itself being an Empire/its ruler being an Emperor. That's why joined states like the Commonwealth or inheritances like Austria of Bohemia and Hungary are so significant - they actually form a single state which could declare its (theoretically) indivisible status and power.
