Recently I got into another gaming spree, playing Portugal and England mostly, and had some ideas that could make the progression of Efficiency scaling a bit more smooth.
In patch 1.12 both Admin and Develop Efficiencies are gained at Tech levels 17, 23 and 27, which makes it a bit bumpy for my tastes. As an alternative, here is the possible progression with slightly more "relaxed" approach, that should simulate the gradual evolvement of administration from medieval to more modern (the values are full bonuses):
Tech level 8: 10%/5% Admin/Develop efficiency
Tech level 12: 20%/10% Admin/Develop efficiency
Tech level 16: 30%/15% Admin/Develop efficiency
Tech level 20: 40%/20% Admin/Develop efficiency
Tech level 23: 50%/25% Admin/Develop efficiency
Tech level 27: 60%/30% Admin/Develop efficiency
This leads to some shuffle of unlocked buildings or maybe government types, but makes for a bit more gradual introduction of bureaucracy as we know it nowadays.
