Unity is quite nice (an unspecified) resource. Tho its archetype is to unite the empire.
My suggestion is to make unity important, really binding resource, make it better thematically, and add alternative to researcher rush strategy at the same time.
Make a policy that set certain % (0%, 10%, 25%, 50%, 75%, 100%) of spare unity (value that goes to storage) helping with empire governing. Effectivly reducing penalties to research via empire size. Every 1 unity used by this policy would reduce those penalties by 0.01 percentage point. So 100 spare unitz would reduce penalties from 548% to 547%.
This would open new strategy to develop technology. Instead of heavy researchers investments, we would be able to make technology implementation easier by removing some burocracy from it, and allowing less researchers works more efficient despite of size of empires.
