Suggestion: Multi-Column Tooltips

A few tooltips, like the one pictured below, can expand off the top of the screen, rendering a portion of the tooltip impossible to read. I don't think that is WAI, and if the tooltips could spread into two columns when this would otherwise occur, it would make it possible to read the start of those tooltips.

I guess it's never high enough of a priority though.

It's been 9 years and i still can't find any modding tutorial or option to change that, searched through gamefiles, tried different code, but it doesn't work. Is this hardcoded? Are they for real? How can i add more idea groups when the policy window goes out of screen...

EU4 modding can modify interface stuff, but I don't think this is moddable.
