Monarch point system in EUIV is awesome. It reflects the restriction of the states in pre-modern eras. It allows players choose strategically where to spend the points.
But when it comes to the different tech group, it become just flat tech penalties(120% / 160% with -1). I think this is a double kill in terms of military. The nations in Western/Easter techs would have much better units even in the same tech level than those in Muslim/Indian/Chinese tech groups. I am sure that in the current battle rules, the nations in Eastern/Western/Ottoman techs with mil tech +15 could easily win any war against other tech groups even if they are in the same mil tech. Because of superior units.
Hence, the warfare becomes just easy wiping when westen/eastern nations had mil tech 10-15. Because the nations in other tech groups are of mil tech 10 - 8 at that moment. It is only in 16th Century!! It should not be such an easy war historically (well, there should be supply system to make oversees operations a lot harder than now to be realistic). Even in terms of game system, the warfare is just boring. If you are in western/eastern/ottoman groups, you can win very easily. If you westernized, your neighbor is just an easy prey.
Therfore, I suggest there should be more diversity in different tech group instead of flat tech penalty. Different mp cost for buildings / ideas / everywhere mp spent would be great for describing different cultures around world in pre-modern eras. For examples, Mp cost for buildings are 200% for nomad group. Mp cost for dip tech/ideas are 150% for chinese group. Why only penalties? 80% cost for recruiting generals in Ottomans, 80% cost for mil idea in Nomad tech groups, 80% cost for adm ideas in chinese group would be interesting. Then, militarily strong nomads are fighting for rich chinese/indian lands where Chinese, Indian nations equipped with large army / strong economy.
There should be a lot of works for Paradox to implement this kind of system. Yes I am not suggesting for the next patch. But I will be happy if I see more diversity in EUIV world in future expansion or EUV.
