Since everybody is complaining about sectors but the rational behind limiting the size of a sector is in my opinion sound and here to stay, here is my suggestion to improve upon the current issues:

Allow the manual creation of sector:
  • The player can choose any colonized system that isn't already a sector capital as a new sector capital
  • The player can add a free system to a sector if it's in range from the sector capital
  • The player can remove an uncolonized system from a sector (if it's not necessary to link 2 system of the sector)
  • If a system is in range of multiple sector capital, the player can choose to manually assign it to any one of them
  • If a sector has only the system capital in it, it can be deleted by adding this system to another sector
  • Keep the default automatic system for players that don't want to manage this themselves and to ensure all colonized system are in a sector
This way we keep the current system for player that don't want to do some micro but if sectors becomes clunky (for example after a war) the player can quickly fix it. It also allow the player to set specialized system or optimize system placement manually by creating, absorbing and deleting sectors while ensuring that we keep the design choices that each colonized system is in a sector and sector can only spread a given distance from their capital.

This can also be coupled with the following idea: allow the maximum range of a system (distance to capital) to increase with technologies. I think it would make sense to add this to the hyperdrive tech, faster travel means the bureaucracy can be spread further, but any tech or new tech could work. This way we could start with range 2 and go to range 4-5 late game which would allow tall empire to use less governor as the games goes on and wide empire to expand existing sector and recycle governors on newly conquered sectors.

I like this idea. An additional idea would be to have the option of setting a Sector Capital, similar to the option for setting the Empire Capital. It seems weird to me that the default capital always stays the first planet colonized in a new Sector.

For example, you colonize a new sector and end up having a size 12 mining world as the default Sector capital. You later find Fen Habbanis and you get a huge ecumenopolis that just so happens to fit in the same sector. Why would the capital stay on the size 12 backwater mining planet??????

This is a good idea.

My concern is sectors that are generated when conquering from Enemies because unless you do it in a very precise order you end up with a ton of sectors that aren't easy to juggle even with what you're suggesting. I think one should be able to merge sectors so I would like a bit more freedom than this. Perhaps if a sector had a system cap instead of a hyperlane range cap, that would be an easier way to handle them. Lets say limit a sector to 10-15 systems and give me freedom to assign capitals and add/subtract would work for me.
