Let's face it, friends are useless. Not in real life, that is, but in CK2. They give you a nice bonus, I suppose, but that free loyalist will barely ever come in handy, maybe as an advisor on the Council. Prior to Conclave, they gave even less bonus and were so ignored by the Devs that you hardly ever got friends – you'd think your character was a shut-in! The ability to sway characters might fix this somewhat, you can pursue friends on your own time. But they're functionally useless for the most part. They cost far too much to be worth it except in minor circumstances, if you're flushed with goal and such already.
Instead, make friends have overwhelming 'opinion of predecessor' modifiers. We make it so tyrants breed unruly vassals even for the next-in-line, why not friends? Why would a king's best friend/duke not worship his son as well? Let the ties move down the generations! Furthermore, let rivals act in an inverse fashion, breeding generations of feuding and struggle between houses.
This mechanic would make friends useful while giving consequence to creating rivals.
