Automatically accepting cultures without limit is too powerful, but triggering an event to accept a culture if the integrated subject was the tag with the most development of that culture makes sense if you have accepted culture slots to spare.

It would make sense for it to use a slot and just have a discounted cost to accept it, make an event to do it (that way you can choose not to accept it). But your version just seems wildly unbalanced and I suspect not much though was given in terms of balance.
