Suggestion: HRE Reform small change

Currently, as those versed with the HRE will know, upon passing a certain reform, internal wars within the Empire are banned.

Even ones between members and the Emperor. I can understand intra-HRE struggles being banned but it makes no sense to me that a member cannot even raise the flag of rebellion against the Emperor.

If a member nation (in my case, my own mega-Commonwealth) sees fit to war the Emperor to revoke the reform, should that not be permitted?

Just a thing that bothered me. I was hoping I would be able to take Austria down a notch before it gets to Hereditary rule, but now I can do nothing.

Attack one of Austria's non-member allies, they'll call Austria in then separate peace Austria to revoke the reforms.

Not a bad idea. I still think it should be possible, after that reform, to directly declare war on the Emperor as an HRE member - it's more or less like vassals being able to declare wars on overlords.
