Currently, as those versed with the HRE will know, upon passing a certain reform, internal wars within the Empire are banned.
Even ones between members and the Emperor. I can understand intra-HRE struggles being banned but it makes no sense to me that a member cannot even raise the flag of rebellion against the Emperor.
If a member nation (in my case, my own mega-Commonwealth) sees fit to war the Emperor to revoke the reform, should that not be permitted?
Just a thing that bothered me. I was hoping I would be able to take Austria down a notch before it gets to Hereditary rule, but now I can do nothing.
