Suggestion: give Ulugh Beg ADM 3

Even I agree that Ulugh Beg sucked as a ruler that he deserves his very low stats, he's a top natural scientist. He could bring ADM+3 to a country if he worked as an advisor (in the logic of the game)...

So isn't the slightly more logical solution to be giving him something like 3/0/0 as his stats?

By giving him (as a ruler) ADM 3, you assert that he was of broadly average competence in the field of administrative governance, not just that he was brilliant in some specific field, such that a ruler who listened to his advice in that field would prosper exceptionally. History... does not support such an assertion.

Why do you think he was so much incompetent? He lost a feud with his relatives - well, it happens, but doesn't prove his inability to govern. Also, Ulugh Beg performed successful money reform, which, I think, can give him several ADM points.

Give him a ruler modifier that is the same as the bonus for a natural scientist advisor? And enables you to enact/get any decisions or event that requires a natural scientist as an advisor, even if that advisor is required to be a +3?

Well, I'm wrong: the event that represents Timurids disintegration under Ulugh Beg requires "Ruler has less than 3 in all skills". I guess it'd better not touch his stats, but just give the Natural Scientist bonus in the observatory event until the ruler's death.
