OP has a point. You spend 450 points to unlock an idea group, for such a price you should at least get the first idea.

Why not move the completion bonus for the idea group to an unlocking bonus? That way, players can feel like something has actually happened when they choose an idea group, and it eliminates the odd triple-effect of completing a group (final idea effect, completion bonus, and national idea).
On the fence on this one. Simply deciding "our country is going in this direction!" should probably have some immediate effect, however small. The completion bonuses are too powerful to simply be switched, so perhaps have both? The initialization bonus could be some small long-term thing, to prevent rushing to choose. It'd be interesting to build event sequences on the idea groups you choose, giving little bonuses over long periods of time.
I think that particular event happens regardless of ideas, its based on whichever you've been gaining tradition with (I could be wrong). However, this isn't quite what I meant. Say you choose the naval ideas group. Events could start popping up describing the changeover to a naval focus. Shipbuilders becoming (more) important, naval officers becoming their own clique at court and in government, etc. Just little changes to give a feel that the country is slowly moving toward a certain new paradigm.You do get new events depending on which idea group you have picked. For example, the Naval Ottomans in the demo get lots of stuff about how the navy is glorious or how the army is being overlooked in favour of the navy.

In what way? The only addition to the ideas themselves is the group completion bonus, which we already brought up.
Alternatively, the UI cannot handle it, but the game engine can handle having a "start = { }" entry the same way the Nation Specific Ideas do, allowing you to add a specific bonus to just having the Idea Group.
Actually, scratch that, it seems the bonus shows up in an ugly way but doesn't actually apply any effects. Or at least giving the Defensive Ideas a Morale Boost just for unlocking them is not registering anywhere else in the UI.
Thanks for letting me know. I really need to learn how to mod these games, if only to cut down on impossible suggestions on the forums.
Does this mean that there is no way to eliminate the triple effect of picking the final idea of a group? That seems strange to me still, but if their are UI limitations, I don't know how it could be changed.
