The decision to form Mughals for nomads is just way too powerful, especially as Timurids. With two wars against Delhi to annex them, you can turn your large empire into a stable muslim tech state without much of effort. It seems rather big immersion breaker. So I suggest that the decision should affect nomads in the same way as the decision to form Netherlands affects Burgundy. All your territories outside of India and Khorasan regions should be given to local states. So for example as Timurids, all your regions in Persia and Samarkand areas would be given to Persia and states in Samarkand area (like Khiva or Uzbeks), while for Uzbeks, you would have to give your regions in north to Kazakh and Sibir. This would make playing as them more interesting, as you'd be forced to choose between changing your position for a better attributes, or try to maintain your large empire and reform it the hard way.
Iranian states shouldn't be affected with the region loss when forming Mughals though, since most of them are just next to India anyway and Persia is disallowed to form Mughals.
