For countries that have a parliament I have the following suggestions;

1. Once a parliament is created, a lot of the things done through "policies" should require a parliamentary vote
2. Use the adm, dip, mil values of the province and ruler to create a party affiliation ( I have mine set to fire an event for provinces as soon as they are awarded a seat in parliament and for rulers as soon as they are elected a party is assigned - if the adm value is the highest they become conservative, if the dip value is highest liberal, if the mil is highest nationalist - for provinces that have all equal values they are left with no party affiliation). This will allow the debates in parliament to be more dynamic and ebb and flow around party loyalties (same party as ruler are more likely to support, different parties to require convincing). It will also allow you to make the different ruler personalities have more of a bearing in how easy or hard it is to get something through parliament.
3. With the policies being sent to parliament for a vote, there needs to be the ability for more than one issue being before parliament at a time with the ruler being able to use things like republican tradition/monarch points/reform progress points/treasury to try and throw his/her weight behind an issue.
4. I've got it so that the party affiliation of the ruler changes with each election depending on which candidate I pick, but have not yet been able to get the parliamentary seats to be dynamic in that way; which they should - the problem I am having is that if there is an ongoing debate in parliament when a new ruler is elected the changes in party affiliations of the ruler or provinces causes the game to crash.
5. Having a parliament should give an increase in the monarch points generated each month since the governmental duties are no longer solely dependent on the activity of the ruler.
6. Have a party breakdown graphic of parliament and way of knowing which party each parliament seat is represented by.
7. Have the part of the parliament giving initial support to an issue in parliament be dependent on party affiliation vis-a-vis the ruler and on the ruler's personalities.
8. For republics, the ruler needs to get a second personality much quicker than 10 years since longest single term is only 8 (I have mine getting a second personality after only 1 year in office).

The party affiliations I have put into my mod work pretty good, and I have a decision that allows me to have my ruler throw a rally to try and sway members of his own party to support a debate they are against; as well as events that check the different personalities of the ruler and affect parliament seats support based on them.

The movement of things a ruler can do through decree without a parliament (policies) to things that would require parliamentary debate will make parliaments more engaging and interesting - as will party affiliations.
