The launch of Leviathan was a tragedy for everyone, but it was also a tragedy for me as I used to take pleasure in flicking the dev button and feeling superior to the surrounding underdeveloped areas.
There are now screenshots of capital cities with hundreds or thousands of development all over the place. Now the best way to develop your country's land is not to devote all your political resources to the development of your cities, but to conquer the world and drag all the goods and people you have taken from all over the world, along with the moai and the giant Buddha statues, towards your capitals.

This is a very empty situation. But I also found something interesting in Leviathan: tribal development. If you are not familiar with this feature, you may be surprised to see it being used by natives in North America, as they seem to have created a city with dozens of development. However, the majority of these development are not tied to a province, and will disappear if the conditions are met.

My suggestion is to make the development acquired by looting from other regions into a kind of tribal development instead of development of capital. For now, we will call it "Imperial development". Imperial development is the development that was looted during the expansion of the empire and piled on top of the capital. At first glance, this seems to merge with the original development of the capital, but this is not the case. When the capital is moved, Imperial development is also moved. Also, the number of Imperial development is not unlimited, it can be up to 50 or 100, after which the results of the plunder will be replaced by money or human resources. the larger the number of Imperial development, the worse the effect of pillage.

I've been saying something similar for many threads about the development overdose this past few weeks. Make it a seperate bar with it's own UI that you fill up and use to gain bonuses or development. And probably just turn it off for the AI just in case.
I still want it to not be visible on the map in terms of regular development and to not destroy AI's development but your idea is great. I just want it to be another form currency you can get from figthing your wars and cash out for gold, manpower or development,

I like the idea of earning currencies that can be exchanged for various things instead of directly increasing development. However, I personally don't want to have to fight endless wars with countries all over the world to earn points that can be exchanged for development.
Of course, even before 1.31, for the ultimate playing-tall, you would have to earn monarch points by spamming tributary or daimyo all over the world.

The prosperity that comes from pillaging is nice, but there should be a limit.

just make Pillage Capitol take 1 dev from each province in the enemy's capitol state (maybe 2 from their capitol), and give it to your capitol state (randomly allocated). then just balance the warscore cost and AE as if you took that dev as a province. this would make pillage cheaper and not as powerful.

Given the way development costs work, this can be a problem in some situations.
For example, if all the provinces in your capital area are extremely developed and each one has dev of 80 to 100.
Normally it would cost several hundred monarch points to develop two such developed provinces, sometimes more than 1000 monarch points. However, if you simply transfer development from your enemy to yourself, these differences in development costs are not an issue and you can ignore the monarch points needed. This is a system that completely destroys the balance from a playing-tall point of view.
