Enlightenment level increase following tech development, and is influenced by the nation's government form, national unity and the spread of the Reformation. High enlightenment is required to unlock certain government forms and ideas, and should also be the spark that set off the great revolution in Europe and the massive colonial independence wars in the new world.
On second thought, maybe add a level of enlightenment for every other nation as well, and ties it with westernization.
