The real intrigue in having all kind of secret deals between characters to drive their purposes.
My suggestion would be kind of system of trade between promises and threats.

Let's say I would like to:

* make someone join my assassination plot
* join my war
* vote me for succession
* make someone join/leave a faction

I would say that if you do so, I promise in exchange something like:

* give you a sum of money
* grant you a barony
* grant you a council position
* join YOUR plot in exchange
or whatever you can imagine

Or just send threat to someone

* I'm gonna kill your heir if don't join my faction
* I'm gonna revoke your title (as king) if you don't something else.
* I'm gonna explose your dirty plot if you no marry my son!

You could of course betray (not keep the promise) with relations penalty, or cancel a given deal.
Now I just give money to people but there is no real promise of service in return, just random throwing
money at people and seeing what happens. This system would flesh it out as well as generating other
kinds of fun!

I'd think plotting would also more realistic, because I think generally now people do not necessary
have real reason to kill the target, and they could then refuse to join your plot, but on the other hand
if they got compensation for their risks...
