this is kinda a framework idea I had about how governments could work in the future for ck3. it would work similar to the culture system in that there would be a few core mechanics (like power structure, hereditary vs republican, etc) and other core things, but than other parts of the government specific to each realm could be added over time. This would help make one fluid system that allows every realm to feel different, without over bloating the game with specific mechanics that only are active in one area or realm at a time. take hoi4 for example. there are tons of cool systems like paranoia and balance of power that apply to many other situations besides their current implementation, but are only stuck on only the country that it was made for.

I kinda thing that’s close to what they’re going for, or something like it.

As far as I can tell, based on unprofessional reading of DDs and playing both CK2 and CK3, a lot of the systems seem to be designed so there will be a way to evolve from one form to another in steps instead of all at once.

It doesn’t always work like this at the moment: religions are pretty changeable but can’t meld with eachother, gov’ts are rigid. But I do think both will undergo something like the culture rework in time.

For gov’ts, I’d like them to evolve a bit like, well, species filling niches. On the way from tribal to fuedal could be several in between steps, and some of the changes would be due to players responding to changing circumstances that encourage further fuedalization (or even discourage it at times).

I’d like there to be viable governments in those in between spaces that may or may not disappear later in game.

I think I'd prefer something more like EU4's government reforms, rather than something based on the culture and religion mechanics we already have.

In EU4, you get "government reform progress" over time, based on how much control you have over your provinces. When you've accumulated enough, you can pick an option from the next tier. Each tier has a theme (like "legitimation of power" or "education"), and which options are available depends on your government type as well as some specific triggers. Each option gives some bonuses, and sometimes a penalty to go with it.

You can also spend government reform progress to change your mind about an option from a previous tier, so you're not forever stuck with your choices.

I really like the feel of progression that this gives, while still being modular and flexible.

In EU4, you get "government reform progress" over time, based on how much control you have over your provinces.
A generic gaining of some points over time is boring. For the sake of character-involvedness and accuracy, there should be court cases, and legal scholars which come out of universities to spread, change, and adapt legal doctrine.
