In HoI2 the research is allready Team-oriented: if you have a good tech-team with a specialization on some field, the research is faster, cheaper, etc.
It would be maybe interesting to have such an option for production, too. Like, assigning the production to teams/companies/whatever.
1.) Firstly, there could be also some benefit for better companies (similar as the tech-teams for research). e.g.: Porsche could produce some type of tanks faster, cheaper, etc.
2.) Secondly, a country should have a limit of production per unit types. Currently, e.g as GER, you can produce parallelly 15 SHBBs if you have enogh ICs. Historically this was not possible, not becasue of lack of ICs, but the lack of industrial capacity for naval units. So, if the production is -similar to research- team-based (or company-based or whatever you call it) the limitation could be implemented.
e.g.: 3 german teams/companies with total 30ICs are able to produce naval units without penalty, 2 more with 30IC with +50% time/cost penalty, and the rest is not able to produce naval units at all.
I think this way some gamey strategies would be useless. I do also play like this:
- in the first phase research and build up air-force
- pre-war build a mass of (newly researched) tanks paralelly
- later build a mass of SHBBs, later CVs and sink every ship on the earth
How the hell should GER be able to build paralelly huge ships? Volkswagen does from one day to other simply switch from building artilery to building super heavy battleships? Maybe yes, but with +200% penalty!
