I remember having played Original War.
This game is open source, cause it's quite old by now.
It has an custom portrait creator.
The faces might fight in Original war so that you don't have the same face x*times.
You can choose between male/female portraits and backgrounds (soldiers, technican etc - have a look).
Maybe one could work with that portrait creator from OW or it can be implemented somehow.
