The Accepted Culture mechanic is one of the leftovers from EU3, where province culture worked somewhat differently. It was adequately suited for EU3, but I believe it merits a further evaluation now that EU4 is a thing. (I searched for similar topics and did not find anything indicating that this mechanic is not open for debate, but if this is the case, please close the thread.)
From a historical standpoint, the current system of accepting or not-accepting cultures based solely on the size of their population relative to the population of the entire country is not satisfactory. There are plenty of examples for this within the EU timeframe.
From a gameplay standpoint, the current system is working, but I believe there to be a better alternative in the new Autonomy mechanic.
My proposal is thus: Every country starts out with its primary culture and accepted cultures where historically appropriate. Provinces that do not have their owners primary culture or an accepted culture of the owner have an amount of minimum autonomy (exact number to be determined). This autonomy represents both local resistance to taxation and conscription as well as the difficulties of the central government in administrating an area with a different language and different local traditions. There are three ways of turning other cultures into accepted cultures, each with their own downside (you need to own at least one province of the culture in question, obviously):
1) Using Administrative Monarch points. This represents your country translating and adjusting laws in order to effectively administer foreign areas. Downside: it costs money.
2) Using Diplomatic Monarch points. This represents your country sending envoys to those territories in order to convince them that full participation in your government is to their benefit. Downside: It ties up a Diplomat and takes the most time of the three.
3) Using Military Monarch points. This represents your soldiers being stationed in those territories and enforcing your laws ruthlessly and effectively. Downside: It massively increases Unrest for the duration of the process.
Once the process is complete, the culture in question becomes an accepted culture of your nation. The exact amount of Monarch points it costs to integrate a culture is determined by the development of your provinces of that culture and modifiers from missions or decisions. Cultures of your culture group are massively cheaper and quicker to integrate.
