I think it would be nice to have a poll of which tech level we think is the best - which one are we most pleased to gain.

However, as I have understood only moderators are allowed to make polls so I can obny suggest one.

Some candidates on the list would be, in alphabetic order:

Infra 3 (Refineries)
Infra 5 (Governors)
Land 5 (Assaults)
Land 9 (Fire phase during battles + new CRT)
Land 41 (Conscription Centers + new CRT)
Naval 11 (Shipyard)
Trade 3 (Monopolies)

And yes, it may depend, on what nation you play etc, but in general.

Land 5 as play and campaigns speeds up, and infra 5 (down with inflation!), win hands down imho.

It all goes in stages:
Trade 3 is the first goal to start trading.
Land 9 goes next for my peace of mind, but not so thrilling.
Infra 5 is the holy grail in economic terms.
Land 41 is final, to start kicking asses around.

Thanks Carolus. The only new one to add to my list of alternatives so far appears to be Land 51. And no one is voting for Naval 11 - but still, I guess if we want to have a naval candidate that's the one to choose.

It really depends so much on which country I am playing and the overall strategic situation that it is hard to make a general rule. I agree with all the suggestions so far (especially land 51 when everyone gets the cool looking new sprites) but just to throw a wrench in the works I would like to suggest one that apparently has been overlooked so far: Naval tech 18. This is a HUGE relief when I get it, for no longer am I running blind. Just imagine, for example, what land operations would be like if you could only see provinces where your own troops were. A nightmare! And it is great when the naval equivalent of this problem is finally resolved. :)

Yeah, that one is good. And especially when you haven't gotten any explorer in the game so far. Then it is even better. In fact, in almost all games I play I go for Naval 18 right after I have reached Land 18, and then I leave the naval slider there for a very long time, sometimes for the whole game.

Infra 5 for the governors is THE key tech level. For the land techs I don't really notice much after 9. For naval techs 18 is definitely the most useful - suddenly being able to send any ships into the sea zones your explorers have laboriously opened up and instantly all the land provinces are there too! Also it makes spotting those pesky pirates easier. Speaking of pirates the first naval tech that improves CRT (9? 11?) as that is the point when my ships finally start to sink pirates rather than flee in panic despite outnumbering the enemy 15 to 1.

Naval 18 (I was thinking that VERY thing--not being a MP player, I rarely have pitched battles, thus the CRT advances, while nice, are not nearly as important to me as gaining levels that allow for things like building the manus (in fact, I was going to suggest either of those for naval or land (don't know them off the top of my head.)
