Suggestion for a new feature: dual capitals

A feature for the empire ranks, an empire can choose another highly developed province to act as a spare capital. This secondary capital can receive a smaller capital bonus for development, can't be changed often similar to the current capital, needs to be a core province with land connection or on the same continent unless the original capital is the last province within the continent. in war, having a spare capital cam cut down the impact of losing the capital by half, but will also lose half should it falls. Should you lose the capital in a peace deal, the secondary capital becomes the primary capital. Empires can choose primary capital between the two, which will be much easier than with random provinces.

Polish-Lithuanian Commonwealth. The thing is, that country wasn't an empire, therefore - if this feature was to be added, it should depened on number of cultures and provinces, not your rank. Culture of the second capital could become accepted as well, though I can already see people abusing second capital acceptance.

True, I kinda agree now, but I don't really how good this would be implemented ingame.

As stated in an earlier thread, only Russia and Ming could fit this historicaly.
France, Spain, Sweden, Great Britain, Austria, Ottomans and only one capital.

Warsaw(and Kraków earlier) was the main capital of PLC, as well as the Crown's capital(modern day Poland and Ukraine), Vilnius was capital of the Grand Duchy (Lithuania and Belarus today) and kept on being so even after moving "the main capital" to Warsaw. So yeah, dual capitals apply to the Commonwealth.

Maybe make it a small unique modifier gained when you form the nation, if you form PLC Vilnius would gain a small modifier to development, and the same for the other historically applicable nations.

I am not an expert by any means, but didn't both Toledo and Madrid function as capitals of Spain? And certainly for a time Charles moved his capital to the Netherlands. I am actually less convinced on Russia, after establishment of St. Petersburg Moscow really was not used as much of a capital at all.

I'm not an expert on Spanish history, but as far as I know Toledo declined when the capital moved to Madrid.
Yes there was a court in Brussel which Charles stayed. But I would consider it more the capital of the client-state 'Spanish Low Countries'.

Like I said, by no means an expert, but I think that the idea is pretty good, has basis in history, and may add an interesting dimension to the game.
