I've been thinking about how handy it would be to have some sort of trade-deal that can basically serve as economic assistance.
I know you can do this via trade-negiotiations but they are sometimes limited by what resources you are having a surplus of. So I'd think a trade-deal that would give (with or without asking something in return) to the target-nations the resources needed to run between 50% and 100% (to be set by the donor-nation) of their base-IC; independent of wether or not the donor has a daily surplus in all their resource-cathegories.
This would limit this action to wealthy nations only I assume.
A second option for economical assistance could be to build and provide a limited amount of IC each year to the target-nation. These IC would have to be transported to another nation of course thus it would be more expensive. Lets say 50% more expensive (so 7.5 IC to build, tying up 10 convoy ships to transport and taking 20% longer to build than a normal IC)
See of it as a form of player-controlled Lend-Lease. You expend resources to build the IC and the receiver gains economical strength it can use to build more units/supplies/get more research-teams...
Again the cost of building such an item would limit this to the more wealthy nations in the game.
Both actions would of course result in a slight positive diplomatic result (constant for the trade-deal, and a one off for the IC-thing).
It could probably be a nice thing to use in MP-games too.
