I'm not sure whether I wrote the game term correctly, but I mean the number of Alliances/RMs/MAs you can have at the same time, which is capped by your ruler's Diplomatic skill.
It is too low imho, because going past it is suicidal since you lose precious DIP points, and you often need more diplomatic ties, especially MA.
I.e. if I'm allied with Austria and Switzerland as Venice, I will have 2, but getting MA from them could be extremely useful, so it becomes 4 in no time. If I were a monarchy, I'd have surely liked to have a RM with Austria, making it 5.
But now what if I dow Oe and want MA from Hungary?! Or if I allied with all my vassals as France, I'd be basically screwed...
As i said, wasting each month DIP points is very harmful in the long term, so you could be forced to cut down ties only because your ruler is diplomatically inept, or pay dearly while you wait for the next one.
A good solution could be giving different weights to different diplomatic ties; i.e., Alliance is worth 1, RM is worth 0.5/0.75 (I'd go for 0.5, if not you'll hardly inherit or claim throne), MA is 0.1/0.25 or, even better, 0.
Currently, your diplomatic options are very limited compared to EU3, and while limited options are not automatically a bad thing, I think extremely limited ones are.
