Suggestion - Different approach to wrong culture cores

I'm fine with countries not being releasable from provinces with the wrong culture group. But if none of their core provinces have the correct culture anymore, you end up with cores doing absolutely nothing. You can't release them as a vassal by conquering provinces, you can't force a country to release it in a peace deal and they can't revolt back into existence anymore. But they still have cores!

Some of the most common examples of this happening are England/Wales and Muscovy/Perm. Especially Muscovy does a good job culture changing Perm as soon as possible, so two years after it's annexed its cores are completely useless, either though they'll last another 70-80 years.

My suggestion is to make it so you can release countries from wrong culture group provinces, but only if they have no cores on provinces with the correct culture. At least in peace deals!
