Actually what I had in mind was a simple "Spanish colonial" culture for all colonial Spanish that is in the Iberian culture group. That culture then turns into a different culture like Spanish/Iberian Brazilian which is then in the same culture group as any other colonial Brazilians.

Except that this require them to program variable culture group and a host of other things (change the nationalist revolter system, so there is always a relevant tag, etc) for what is, in the end, a fairly minor part of the game, only relevant in the last few years thereof.

The complexity is not in the base system itself, but in how it interact with everything else already programed.

But a French Louisiana state wouldn't be Les États-Unis, it'd be Nouvelle-France, Bourbon or Louisiana. A French Canada would rather be Québec.

A French Canada would be Canada, as that was the name of the French colony whose capital was Québec. Québec as a state is a 20th century anachronism.

This is something you can add via mods.
