Edit:
- remove rare resource cost and maintanance from cloaking modules.
- +15% diplomatic influence costs
Edit: drawbacks for discussion: -15% naval cap, -10% ship weapon damage, -5% ship firing rate, -15 - -5 evasion depending on ship size.
One crucial thing i really miss from this DLC is ability to start cloaked and keep invisible for maybe entire game (tho we can't hide our pops and outposts). So maybe cloaked start with stronger cloaking?
