If I have understood the character system correctly characters will have an ambition and how you manager to fulfill thier wishes impact their loyalty to you.
A system that would complement this well is a character trait system where characters are given (or earn) a trait that impact how they interact with the world and the state. This trait system could inclued traits like "corrupt", "greedy", "popular" and "hates". Now, I do not think a character should have many traits. This is not ck2 and I think many traits will make them less impactful to the game because of balance.
An exampel:
There could be a character that "Hates Carthignians", if you would have this character as a general of an army he might provide the troops with a moral bonus while fighting Carthage. But on the flip side, every won battle fought on land owned by Carthage would decrease pops in that city (decreasing the vaule of that land for yourself aswell as you get less slaves) and it would increase unrest/AE of pops from that culture. If the character would be a consul or another influencial politician the trait could mean that he would be increasingly disloyal you less you declared war on Carthage, or in some way tried to undermine them. (Some different ways to act could be preferable to not be forced into a war).
So, how could traits complement the ambition system? As I see it, you could have an influencial politician with an ambition to become consul. This characters trait could inclued the exampel above, hating Carthage, which means not only do you have to manager how to keep him loyal (let him be consul or not) but also think how you have to manage him as a consul wanting to go to war against Carthage.
