The Anglican faith is ruled by the monarch of England/Great Britain. Over the time period of EUIV, those monarchs attempted to push the Anglican faith in either a Catholic direction (Mary, Charles I) or a Puritan/Reformed direction (Elizabeth I, James I).
EUIV already has the mechanics to represent this conflict: the piety slider for Islam, that goes between Mysticism and Legalism.
I suggest that the Anglican church have a slider that goes between Catholicism and Puritanism/Reformed; with the middle of the slider representing Protestantism.
Having the slider at a certain faith will give same-faith diplomatic relations bonuses with other nations of that faith and grant "true faith" bonuses for all provinces of that faith. It would prevent conversion of any provinces of that faith. In essence, it would harmonize that faith, for as long as the slider remained where it was.
Having the slider at a certain faith would also grant a weaker version of the bonuses of that faith:
For Catholic Anglicanism, they would get +1 tolerance of the true faith and +1% missionary strength against heathens, and would also get access to the curia; but they could not become papal controller, and the benefits of curia actions and papal bulls are halved.
For Protestant Anglicanism, they would get +10% tax modifier, +15% improve relations, and +10% clergy loyalty equilibrium; but they would not get access to the Protestantism church power options, since Anglicanism comes with its own.
For Puritan/Reformed Anglicanism, they would get +1 possible advisors, +2 tolerance of heretics, +10% trade efficiency, +10% global trade power, -10% liberty desire in subjects, and +20 colonists.
However, taking Anglicanism to one extreme (Catholicism) or the other (Puritanism) comes with penalties as well.
Catholic Anglicanism generates unrest every time a curia action is taken (+1, remaining as long as the bonuses remain active), on top of a flat unrest penalty. Provinces have a chance of converting to Catholicism. The clergy estate has a negative modifier to loyalty. Certain negative events have a chance of occurring if Anglicanism is too Catholic (loss of manpower, etc.). Finally, staying too Catholic for too long can fire the English Civil War disaster, which has as its outcomes either the nation choosing to return to Catholicism, or going to a Republic. If the English Civil War disaster has already fired, a generic but strong Protestant pretender event can fire (e.g. "Glorious Revolution").
Puritan/Reformed Anglicanism also has a flat unrest penalty. Provinces have a chance of converting to Reformed. The clergy estate has a negative modifier to loyalty. Certain negative events have a chance of occurring if Anglicanism is too Puritan (loss of ducats, etc.). Finally, staying too Puritan for too long can fire the Jacobite Rebellion disaster, which has as its outcomes either a pretender restoring the nation to either Anglicanism or Catholicism, or an option to convert the nation to Reformed. If the Jacobite Rebellion disaster has already fired, a generic but strong Catholic pretender event can fire (e.g. "Spanish Armada").
Protestant Anglicanism would not come with any penalties; and provinces would not convert to the Protestant faith; but it would also have the weakest bonuses.
I would suggest that Catholic harmonization should start at -50; Protestant harmonization from -25 to +25; and Reformed harmonization from +50 on.
If the numbers in the above suggestion are not balanced, please note that it was not my intent to provide balanced numbers; I simply wanted to suggest the concept of an Anglican slider that goes between Catholic and Puritan, as well as what that could look like in principle.
