When I build big empire I have strict limit of vassals, so I have to create kingdoms and to made viceroys. AFAIK For player almost all kingdoms are creatable.
Except three de-jure kingdoms from subj (may be more since last patch).
Jerusalem requires Christians. Saxony - Saxon or Anglo-saxon culture. Pannonia (Hungary) - Avar or Magyar culture.
Without "special technics" to create this kingdoms you have a problem with 3, 4 or 7 dukes greedily eating your already modest vassal limit.
My suggesting is simple - to add clause to creating rules for these kingdoms allowing to any Emperor tier ruler if empire already have Imperial Authority Laws. (Option: with exception for Byzantine Empire (but not Roman Empire))
