Simply put: Allow cultures to have more than 1 Primary Tag, and also allow for Primary Tags to be added/removed from a culture by event. This could work well in ares with multiple nations sharing the same culture. Currently, for example, if Bosnia, Serbia and Montenegro are conquered by the Ottomans in 1500, by 1700 only Serbia's cores remain, even if Serbia and Montenegro were conquered by Bosnia in 1460 and the relevant provinces would cored. In this scenario, it might at least make more sense for Bosnia's cores to remain instead, and an event could either add Bosnia as a Primary Tag for serbian culture, and have both Bosnia and Serbia's cores survive, or have Bosnia replace Serbia as the Primary Tag by event, and have just Bosnia's cores survive instead.
This might also make it feasable for City-States such as Montenegro's or Ragusa's Cores to survive after annexation as well.
