Currently, it feels like removing the Tradition requirements for Factions has left some of them with too few issues, and while I agree with this change, I feel that this change has left some factions with not enough issues. An example of this would be in the case of the Militarist Faction, which don't have any issues until you have met a few empires in the galaxy.

With that being said, I feel that adding Planetary Specialization issues for factions would be a good idea, as long as there is no happiness penalty if they are not met. Here are some suggestions/examples that I feel could tie well with the Faction system.

NOTE: All issues are [+0/+5], there is no penalty for NOT having these types of worlds in your empire.

Pacifist - Life Extravagant: Controlling at least one Industrial World will please this faction.
Pacifist - Strategic Acquisition: Controlling at least one Refinery World will please this faction.
Materialist - Dedicated Science: Controlling at least one Tech World will please this faction.
Militarist - War Forged : Controlling at least one Forge World will please this faction.

Do you agree or disagree with this? Are there any other planet tags or modifiers you think I missed that could be tied to any of the factions?

I like it.

Perhaps each faction could be slightly different... so not every pacifist faction across different species require the same things, but you get a random roll of them, so there's some difference in the games? It could vary on their fanaticism or numbers? The more popular they are the greater their demands maybe?

Militarist and Xenophobes (or an extra faction combining both of them) could perhaps have a fortress world? More than one fortress world would please them more and more?

When you first said specialisation I thought you meant by planet type (continental, ocean etc) but this has me thinking that certain factions might want you to terraform planets to your needs, whilst others would want you to keep them the same. Maybe that would be xenophobe and xenophile respectively.

I feel like having factions having different requirements every game is something that could best be saved until the diplomacy update.

I do feel like that either Militarists or Xenophobes could also have the fortress world issue as well. It fits thematically for them.

Rather than it being a simple yes/no bonus, another thing for consideration would be to award piecemeal, for example .1 influence per planet of X type.

Spiritualists might like Rural planets, a place where people can live simpler lives.
Xenophiles and/or Egalitarians might like Urban planets, where there is an infrastructure for large populations, trade, and diverse ways of living
They might also appreciate a resort world

Authoritarians could be tied to crime rate instead, having a bonus for no or low crime on all colonies.
They might also appreciate a penal colony.

Xenophobes are probably the trickiest to tie to planetary managment.... but perhaps they could have a bonus for maintaining the capital as the grandest and most productive planet in the empire - perhaps receiving a small bonus for every resource that the capital is the largest producer of, and another for it having the largest population. Perhaps it could even receive an additional bonus for being the best in the galaxy.

I feel that giving that extra influence per planet type might not be the way to go, considering that it kind presents an opportunity cost for players that don't streamline their planets to be that particular type.

I'd say that just having 1 planet type issue for a few of the ethos is the way to go. That way, the mechanic doesn't feel forced and players can still get an influence bonus for increasing faction approval (which could end up being more than 0.1 influence per a month if the support is high enough).
