New suggestion:

Attach an admin tech level requirement for each reform. Or at least to the "Renovatio Imperii".

OLD:

Rationale:
- removal of the "vassal carpet sieging during wars".
- removal of super-fast HRE (blob)

Instead of all empire states becoming your vassals and these vassals not counting towards the vassal limit, how about only these two bonuses for Revoking the Privilegia:

- removes the "royal marriage" requirement for vassalizations within the HRE
- HRE vassals do not count toward the vassal limit


This means that you could peacefully vassalize bishoprics and republics within the HRE. You could still form the HRE, but adding reformed, protestant and larger HRE members to the fold would be very difficult (instead of being, eventually, automatic).

I think it's fine the way it is. AI rarely forms HRE (and you can easily stop it!), and for players, this makes no difference, just slows dows the process a little bit. Those who can exploit (in a positive way) the current system won't be affected at all, IMHO.

No-DipRel HRE vassals comes with Erbkaisertum at the moment so this change would involve changing that reform as well.

I'm of the view that it's OK as is. If any change was made i would do it such that Revoke is harder to pass, or that it causes you more problems like relations penalties with surrounding nations. I wouldn't nerf the reform itself.
