Currently, the trade centers are fixed even in the new world, where most provinces are not even permanently settled.
Thus, I propose a mechanism for creating new world important trade centers. Well, it's simple: each colonial region has a set amount of important trade centers (usually 0, 1, or 2). A region becomes eligible to create one ITC when the percentage of colonized provinces reach a certain number. At which point the province with the highest levelled trade power buildings gets selected. If multiple such provinces exist the system randomly chooses one.
This ensures:
When the old world people wait for random cardinals from the heaven, the new world people work hard to get random trade centers.
