In my current opinion regarding the games balance the combined policies of this opener are currently way too strong, you end up with -30% dev cost/60% Forcelimit/10% trade efficiency and production efficiency aswell as a whopping 20% goodsproduced.

Overall after the innovative/quality/eco opener has been nerfed since infantry was weakened the aforementioned combination pretty much dominates mp games in many cases and i think a nerf of the
Trade/quantity policy would be in order to fix the issues somewhat, possibly tuning the 20% goods produced down to 10%.

20% Goods produced pretty much function as 20% production efficiency and id say approximately 15% more trade income. The quantity/trade policy is among the strongest economic buffs and with quantity being the strongest military idea by far i think it needs tweaking.

considering that for sp tall play that combo is essential to have the game be even remotely enjoyable i would suggest instead of nerfing this combo to buff the bonuses and the policies of idea groups like innovative, plutocratic/aristocratic, naval and maritime allowing for mp players who do not want to concentrate on land to have economic power similar to those who take the combo

I agree. in general i find that buffing other strategies is a much more fun way to balance a game rather than nerfing the fun out strategies people use.

Yeah a buff to the others would also be a good option as its just the problem with that combination being so powerful its pretty much meta. And in all honesty metagaming where something is superior in all cases for a landpower is not good, idea picks shouldnt be a no brainer but a thought process.
