The trade lens map mode has this information. At least it shows states that are above the threshold.
The trade lens is better than nothing, but as you say it only highlights ones that are already a problem and its best to deal with them before that :)
It does provide the tooltip which is why I say it is better than nothing but these things are a more obvious issue when you control a large country with lots of states, at which point being able to see heatmaps is a huge QoL improvement.
