The problem with having so many custom files arrives when something comes up and I have to edit something in every AI file. 
Those were thrown in mainly so that the world research would continue. Unless every country does a little research in most areas, much of the tech tree won't get researched...
That's basically how it works.
If the world average for submarine techs is too low, then no one (not even the majors) will do any research on them at all, or if they do, they will stop at a certain point (because the world average still remains the same).
